Environmental pollution problem is widely referred to in the People’s Daily livesand attention, and pollutant emission in China current situation is grim, ongovernance and environmental regulation to improve the environmental qualitybecoming more and more attention. According to China’s overall environmentalresources economic problems analyzed, solving the external diseconomy of pollutionenvironmental regulation, to reduce the pollution reduction and its effect on the macroeconomy development are discussed in this paper. In different scenarios it simulatespollution reduction effect of rules and regulations, in order to forecast possible role ofenvironmental regulation. Trying to find a suitable for our country present stage ofeconomic development, industrial structure adjustment under the background ofenvironmental regulation policy, to better promote China’s industrial structureupgrade and pollution reduction, formed a policy research reference system in the newera economic development, environment maintenance target powerful.This research focuses on:(1)the environmental regulation policy, technicalstandards, performance standards, the connotation of information disclosure,voluntary agreements, efficiency, etc;(2)The main developed countries and regions ofthe world’s environmental regulation policy experience, explore the appropriateenvironmental regulation policies effectively;(3)Starting from the existing regulationsystem in our country,combined with environmental regulation mode and regulationpolicy functions to build the corresponding to the situation of our country’senvironmental regulation system;(4)Using environmental CGE model, simulatespollution reduction effect under different environmental regulation in China.specifically, the first chapter is introduction, telling the story of the article, such aswriting background and innovative content; Second chapter on the writing used inenvironmental regulation and industrial structure related concept is defined, then theenvironment regulation theory of environmental regulation standards, resources,protocols, etc are introduced, finally the literature are reviewed. The third chaptermainly compares the environmental regulation policy in Europe and the United States,Japan and South Korea. and analyses the developing course of environmentalregulation combined with the inadequate and advantages in our country.The fourthchapter mainly introduces the construction CGE model using in article and data processing.especially describes the model structure, environmental accounts of socialaccounting matrix (ESAM) and GAMS software processing.in Chapter v pollutionreduction results of different environmental regulation circumstances and themacroeconomic index change is simulated analysis. Chapter6is the summary, and putforward the corresponding suggestions.In this paper, through the discussion above it reaches a conclusion thatenvironmental regulation policy in China still is not perfected but is constantlygroping stage.It needs to combine excellent foreign modes suited to our nationalconditions of environmental regulation.In addition on environmental regulation policyof pollution emission effect,such as Carbon tax, heavy industry, export taxrebates,these measures respectively showed different results and macroeconomicperformance, so it can be combined with a variety of ways to control pollution.
