The Impact Of Environmental Regulation On Industrial Structure Adjustment In China And Its Spatial Heterogeneity Analysis

At present,the problem of environmental pollution has become a common problem facing by countries in the world,in order to prevent and control environmental pollution,each country has introduced and implemented a series of policies and measures for environmental regulation.In order to avoid the vicious circle between economic growth and environmental damage,China "Twelve Five" plan,the CPC Central Committee,"Thirteen Five" plan proposed and the State Council issued the"made in China 2025"clearly put forward the direction of economic and social development in the future should be to optimize the economic structure,population,resources and environment,sustainable development and social comprehensive development,one of the main objectives and the basic concept of economic and social development is to adhere to green development,accelerate the construction of resource-saving and environment-friendly society,to form a new modernization pattern of harmonious development between man and nature.Environmental Regulation is a predetermined quality of environmental protection that achieved by a series of environmental regulation policies and measures.Industrial structure adjustment is to adjust the relationship of the ratio and quantity and the economic technical links between the various sectors,to make it mutual adaptation and coordination.At present,China is in a critical period of economic transition,rapid economic development and environmental pollution problems exist,China's economic development is not balanced,the eastern region's economic development level is significantly higher than the central and western regions,and the environmental problems have regional and cross regional characteristics,therefore,it is of great academic value and practical significance to deal with the relationship between environmental regulation and industrial structure adjustment in China.This article attempts to analyze the impact of environmental regulations to the industrial structure adjustment and its spatial heterogeneity on the basis of existing research.Firstly,this article has combed the existing literature and found that there are some shortcomings:(1)The construction and calculation of environmental regulation intensity index are not unified,and more using single index;(2)most of the research consider the relationship between China's environmental regulation and the industrial structure adjustment on the overall effect,and lack the document that research the spatial heterogeneity of the impact of the environmental regulation on the industrial structure adjustment.Secondly,this article has started from the theoretical point of the industrial structure adjustment,according to the effects path of environmental regulation—intermediate variables—industrial restructuring,qualitative analysis the duality impact of the environmental regulation on the industrial structure adjustments through the intermediate variables(entry barriers,consumption demand,technological innovation and FDI);By constructing the econometric model,quantitative analysis the impact of the environmental regulation on the intermediate variables,and the impact of the environmental regulations on the industrial restructuring and the environmental regulations and intermediate variables on the industrial restructuring,the empirical analysis concludes:on the whole,China's environmental regulation will promote industrial structure adjustment,and the promoting effect of environmental regulation on industrial structure adjustment is realized through two aspects,one is the direct effect of environmental regulation,two is the mediating effect of intermediate variables.Once more,this article quantitative analysis the duality impact of the environmental regulation on the industry structure adjustment by constructing a threshold panel model.According to the principles to set a threshold panel,constructing a threshold panel model that the industry structure adjustment as the dependent variable,the environmental regulation as independent variables,and environmental regulation and its one-period lag as a threshold variable,and selecting environmental regulation(ERI)as the threshold variable through the threshold test,then according to the threshold estimated value,the 30 provinces in China is divided into the weak regulation group and the intensity regulation group for the endogenous nature,the results of the threshold panel regression for endogenous grouping show that the environmental regulation on the adjustment of industrial structure in our country has a dual nature,expressed as a spatial heterogeneity.Specifically,with the strength of environmental regulation from weak to strong,the promoting effect of environmental regulation on the industrial structure adjustment is started slowly in our country,when the environmental regulation reaches certain intensity,the promoting effect will be accelerated.Finally,according to the conclusion,the author proposed some policy recommendations that our country should increase the intensity of environmental regulation,raise entry barriers,adhere to environmental regulation policies,and improve the structure of the consumption demand,reduce the cost of environmental regulation,reduce innovation crowding out effect,improve the standard of environmental regulation,and play the attraction effect of regulation,implement environmental regulation according to local conditions,achieve a double wins in environment and economy.This paper make up the deficiency of existing research in a certain extent,such as the comprehensive index of environmental regulation intensity is constructed by using the normalized value and average weight of industrial pollutants emission,this paper draws a conclusion that the influence of environmental regulation on industrial structure adjustment has spatial heterogeneity and so on.But there are many shortcomings,such as this paper cannot specific analysis the nonlinear relationship of the impact of the environmental regulations to the intermediate variable,only one measurement method is used to estimate the model and so on,it should be further deepened and perfected in the further academic study.
