With the rapid development of the world industry, Chemical Industry Park(CIP) grows quickly. The industry chain is a new development mode of CIP, andalso a mainstream development mode, it connects enterprises with productionand communication information. The optimized chain based onR(Risk)-E(Ecology)-B(Benefit) is a chain that to find the best industycombination from risk, ecology and benefit. This is an active safety research forintrinsically safety and reducing risk. The optimized chain based on R-E-B isalso a chain with low risk and good ecology.This paper studies on the CIP with optimized chain based on R-E-B,analyzes the correlation between the optimized chain and CIP’s risk and safetycapacity, measures the risk and safety capacity rate, studies on the assessmentmethods of risk and safety capacity of chemical industry parks based optimizedselection of industry chains based on R-E-B. The research work is carried out as thefollows:(1)Analyze industry chain optimized based on R-E-B’s correlation withassociation of enterprises in the park, including enterprise contact compactnessand safety effects, correlation with mobile hazards dynamic risk, and correlationwith safety capacity in the aspect of ecology.(2)Build risk assessment index system, evaluation method and measurementof risk classified correction coefficient of CIP based optimized selection ofindustry chains based on R-E-B. Use correction coefficient including enterprisesafety connection and dynamic risk of the park to measure the contribution ofenterprise correlation and mobile hazards.(3)Build safety capacity contribution rate assessment index system andevaluation method of CIP based optimized selection of industry chains based onR-E-B. Use CIP pollution reducing rate to measure secondary safety capacity contribution rate of ecology, and combined other factors to obtain integrate safetycapacity contribution rate.(4)Develop risk and safety capacity software system. Enter the index valuein the interface to get risk and safety capacity contribution and it’s rate.(5)Engineering application is applied for a national CIP in Guangdong,calculate CIP’s risk and safety capacity, and propose measures to control risk andenhance safety capacity.
