There are many events, called near-miss, may cause injury or damage accidents. Thus,making full use of scientific management tool is the necessity way to control near-miss;developing coal mine near-miss management information system (NMMIS) is very helpful tocollecting and sharing near-miss events, improving all staff’s attention, participation andeffectiveness on near-miss information and strenthening coal mine’s ability of risk pre-control.This paper analyzes the basic theory of mine near-miss events, generalizing the existingnear-miss definations within present coal mine production and making a preliminaryquantitative analysis; after building coal mine near-miss model the author analyzes that unsafebehavior is the direct cause and mismanagement is the deep-seated reason when near-misshappened; the coal mine near-miss events can be dived into seven types. Then, the paperpreliminary analyzes NMMIS life cycle process, which includes identification, reporting,corrective feedback, review and sharing. On the basis of demand analysis, the authorpreliminary designs functional modules, including seven major function sections, such as usermanagement, incident reporting, safety administrators management, near-miss report brower,training and learning, related regulations and system announcements; afterwards, NMMISdatabase and interface have been designed. After compared the development trend of coalmine near-miss management information system and network application conditions, theNMMIS based on Dreamweaver and B/S development model within php programminglanguage has achieved near-miss management information system operation. Meanwhile, themethods for each functional section have been explained. Finally, the author proposes specificpolicies and measures for system application and coal mine near-miss prevention.This paper makes analysis on incident causation and classification of coal mine near-missevents. It offers a new tool to help coal mine company to realize Zero Harm and truely highreliability of production safety.
