Research On Near Miss Management Based On Three Types Of Hazards Theory In Coal Mine

In recent years, The death rate per million ton of coal mine industry in our country is continue to decline, but the situation of production safety is still grim. Lack of clear understanding of accident mechanism, identification of near miss, a nd pre-control are the main reasons of failing to control the coal mine accidents e ffectively. Any accident has symptoms before it happens. Based on the theory of three types of hazards, to carry out the mine near miss events underlying theory and the management of it is an important and practical mean to improve reliability of coal mine production safety and security.Firstly, the article analyzed the basic theory associate with coal mine near miss,definitude the concept of coal mine near miss, analyzed the distinction and contact between coal mine near miss and the hazard and potential accidents, coal mine accidents; made a simple classification of the coal mine near miss based on the object and the consequences; graded the coal mines near miss based on the rate and severity of the accident as well as the type of the event into three categories:coal mine first degree near miss, coal mine scond degree near miss and coal mine third degree near miss; built a model of the coal mine near miss causation based on the three types of hazards combine with the Reason’s "Swiss cheese" model, and accident causation theory due to three types of hazards; Scondly, built the feedback causal model of the coal mine near miss as well and ISM model, and then figure out some pre-control countermeasures of the coal mine near miss combined with the "three hands" theory to prevent accidents on the basis of the model; Once again, designed a questionnaire of factors that influence the coal mine near miss voluntarily reporting wishes in connection with the problems in reporting, analyzed the returned questionnaires to find out the influence factors with the help of SPSS17.0.Then filtered out eight influence factors:don’t have mandatory requirement, the leadership have not pay enough attention,don’t have much loss and so on, and made some suggestions to improve the enthusiasm of reporting; Tinally, based on the JAVA and DB2,this article also built the coal mine near miss event management information system to improve the efficiency and effectiveness of the management of the coal mine near miss,the system include four modules:user management module, file management module, coal mine near miss event loop management module and integrated query module.The research of the basic theory of coal mine near miss and the design and implementation of the coal mine near miss sucked management theory and information technology can improve the effectiveness and efficiency of coal mine near miss events management significantly. It has an important practical significance in promoting the level of the coal mine production safety, and help achieving the coal mine risk pre-control at the same time.
