Research On The Third-party Damage Risk Factors Of West-East Gas Pipeline

The third-party damage risk factors of west-east gas pipeline refers to factors of thedamage to the pipeline and gas supply because of the existence of the government, socialorganizations and residents along the west-east gas pipeline. The study on these factors is tobe aware of the potential of them clearly so as to pay attention to them usually. Byeliminating the media and direct inducement which cause these factors occur, to ensure thesafe operation of west-east gas pipeline project.This paper first analysis the potential factors of the third-party damage of west-east gaspipeline from the residents along the pipeline, local government, economic development level,social environment, social security, the management of pipeline companies along the pipelineetc. The regional distribution which describes the potential threat of pipeline destruction fromthird party was obtained, then the prevention and control countermeasures of high threatregions was proposed. According to investigating the technical personnel of the pipelinecompany management through factor analysis and cluster analysis methods, the essentialfactors of the third-party damage were in control from the aspect of management.By use of the fault tree analysis for qualitative analysis of the third-party damage riskfactors of west-east gas pipeline, the risk factors of third party damage was identified. And byuse of the basic event structure importance analysis for sensitivity analysis of the maininfluence factors of the third-party damage, the third-party damage factors were divided intofive kinds: social environment, resident status, government, enterprise along the pipeline andthe west-east gas pipeline company.Through the hierarchy analysis of the third-party damage risk factors, the main riskfactors and the secondary risk factors was determined. On the basis of that, grey theory isapplied to the association analysis of the essential factors of the third-party damage, the sizeof the correlation degree of social environment, resident status, government, enterprises alongthe pipeline and the west-east gas pipeline companies were identified.On the basis of data research and analysis, according to the association research result ofthe third-party damage risk factors, the score items of the risk assessment system wasestablished and a set of generic risk assessment system of the third-party damage of thewest-east gas pipeline. Based on the field investigation of the third-party damage risk factorsof the east section of the pipeline, the distribution of high-consequence areas of the eastsection was obtained,the corresponding measures and suggestions was then were put forward.Through the study, the management theory of the integrity of long distance pipeline wasenriched and the management level of the integrity of long distance pipeline was improved.The paper provided the basis to the safe, speed and economic operation of west-east gaspipeline project.
