West-east gas pipeline as the longest distance,diameter of the largest gas transmission pipeline of our country. The complex geological conditions, topography and geomorphology, hydrology and human engineering activities of economy, led to the development of environmental geological disasters along the pipeline.The variety of disasters along the west-east pipeline have complicated reasons and a wide range. Caused by pipeline accidents and easy to induce serious secondary disasters, its direct and indirect losses more often than other kinds of accident. The waterlogging disaster have the most serious economic loss,the most people casualties,the biggest social influence of the west-east gas of environmental geological disasters. Statistics show that the waterlogging disaster is environmental geological disasters occur most frequently along the west-east gas pipeline environment geological disasters. West-east gas pipeline engineering for many years for the waterlogging disaster prevention and mitigation of disaster risk management work has obtained certain effect, but not to evaluate its "input-output", so the west-east gas pipeline in waterlogging disaster risk management effectiveness evaluation research, economic reasonable safety of west-east gas pipeline, and it’s of great importance to the smooth running.In this paper, through investigation and analysis of waterlogging disaster risk management of domestic and foreign research present situation, the performance evaluation at home and abroad to carry out the situation, and collect, sort out the west-east gas pipeline waterlogging disaster scene data. It expounded the waterlogging disaster to the harm of the west-east gas pipeline and three kinds of commonly used control measures:retaining wall slope protection, scour protection, Retaining wall protection. By introducing the effectiveness evaluation process to determine the west-east gas pipeline waterlogging disaster risk management effectiveness evaluation process. This paper studies the west-east gas pipeline waterlogging disaster risk management effectiveness factors, and put forward the west-east gas pipeline waterlogging disaster risk management effectiveness evaluation model using the "input-output" more effectiveness evaluation model, the input index includes of investment risk identification, risk assessment, risk control of investment and output indicators for the effectiveness of the corresponding risk identification, risk assessment of the effectiveness and the effectiveness of risk control, the effectiveness evaluation model based on effectiveness evaluation model and then conclude the effectiveness evaluation index system. Through analysis of effectiveness evaluation method, this paper finally adopted is suitable for the "input-output" more effectiveness evaluation model of data envelopment analysis (DEA) for the west-east gas pipeline waterlogging disaster risk management effectiveness evaluation. At the end, the slope waterlogging, county road waterlogging and field waterlogging all separately select12typical geological hazard spots and conduct the waterlogging disaster risk management effectiveness evaluation, evaluation results conform to the west-east gas pipeline waterlogging disaster risk management status. This paper through evaluating the west-east gas pipeline waterlogging disaster risk management effectiveness, improved the management means and the efficiency of management. And achieved the purpose of increasing the safety of the west-east gas pipeline system in the case of saving money.
