Study On Safety Production Supervision Of Zhengzhou City

Since2013, the accidents of production safety occur frequently across thecountry. The leaders in each level pay much attention on it: Xi Jinping has madeimportant instructions as the general secretary; Premier Li Keqiang has deployedsecurity checks and “look back” activities at the same time. And the work ofsafety production was first placed in a prime location across the leaders in eachlevel. Though under many layers of pressure, the departments at all levels in thecity of Zhengzhou clear main leadership responsibility, strengthen security hiddendangers, and finally achieved good results based on the overall deployment of thenation, province and municipality as well as the work demand of “to carry outsame responsibilities and perform two duties by the party and government”.The city of Zhengzhou, which is in a critical moment to progress thenew-type urbanization and structural transformation of the economy, has manyproduction and construction activities. However, there are only726publicofficials among all levels of production safety supervision departments, and only3681people if adds part-time duty personnel of other industry authorities,township offices and communities. The overburdened personnel, who are soengaged in supervising the continuous and high-strength special activities insafety production, can not take the area of all production and businessestablishments into account. And from the top to bottom, they have the commonfeelings of “large area, many factories, less manpower, and difficult to work; bigresponsibility, busy work, slow progress, and don’t want to do”. In order tocomplete responsibility for safety production goals issued by the Henan procincialgovernment in2013, Zhengzhou government take decisive measures to halt partof the illegal closure discontinued businesses, all local coal mines, merge andreorganize enterprises of coal mine in violation, and some key projects underconstruction, which has been greatly affected the industrial economic development,nor did the production and business activities. The temporary, intrusivehigh-pressure tactics will not last long, and the situation of Zhengzhou’s safetyproduction is bound to be difficult to maintain “a long period of stability”. The research of safety production supervision mechanism has shown that inrecent years, Zhengzhou has accumulated a lot of successful experience instrengthening the existing methods of production safety supervision, increasingthe punishment for enterprises that violations of law, and improving theprocessing-strength of departments at all levels, which is worthy of further studyand exploitation. In addition, the suggestions including to breakthrough the systemof production safety supervision, define responsibilities of enterprises and thesupervision responsibilities, and improve the safety responsibilities of all levels ofregulatory agencies, which offers a possibility to break through the bottleneck ofcurrent production safety work, and provide a useful attempt in reforming thegovernment institutions, improving administrative efficiency and buildingservice-oriented government to a new level as well.
