CPC’s Eighteen National Congress has regarded "Ecological Civilization" as oneof five overall layouts of Socialism with Chinese characteristics; the Third PlenarySession of the Eighteenth Central Committee has also decided to speed up theinstitutional development of "Ecological Civilization"In the past two years, North China and the eastern coastal areas have witnessedsimilar weather of fog and haze in a wide range. Emergency response measures wereinitiated such as the timely release of air quality information, suspension of someofficial cars, strict supervision over the emissions of industrial enterprises, etc, inorder to alleviate the adverse effects the fog and haze weather has brought about.Nevertheless, the fog and haze weather still caused traffic control of major roads,corporate lay-off, shut-down of ports and airports, which results in incalculableeconomic losses and serious impact on citizens’ everyday life.According to related research, the fog and haze weather in China has its naturaland manmade reasons. The direct reason is the stable atmosphere and rich vaporcaused by abnormal weather. But pollution from the human society is a majorcompliance, which produces much dust and particulate matters. In a research of thefog and haze weather in February.In th light of the current situation of development, industrialization andurbanization are a stage we can not bypass. The rapid progress of it plus a relativelybackward S&T development entail serious air pollution. But heavy industry is not abyword for pollution. It is a must for us to complete the adjustments in our industrialstructures; it is imperative that the government should plan to build IntelligentCities.On the basis of the progress of the fog and haze pollution control as well astheories of governance, governments’ functions and obligations, this paper fromsummarizes the haze control measures of the Chinese government. Through theexploration of the institutional causes of air pollution and the valuable experience in haze control at home and abroad, the paper suggests a path for China’s haze control.That is, we should in the guidance of Scientific Outlook for development set thefinal goal to promote circular economy, improve leading cadres’ understanding ofhaze governance; we should enhance the overall decision-making mechanismcombining haze control and sustainable economic development, make full use ofeconomic means to control air pollution, establish and upgrade the prevention andcontrol system of air pollution and ameliorate the administrative system which isadaptable to haze control; we should encourage the participation of citizens andpublic organizations, raise social supervision, increase investment in haze controland promote the development of environmental protection industries.
