But simple fromthe EIA approval and completion inspection and acceptance of environmentalprotection for "two" to regulate can’t effectively solve environmental pollution anddestruction problem brought by the railway construction. Environmental regulation ofrailway construction projects should be throughout the whole process of construction.In the railway construction project of the contractors involved in numerous, and lackof effective supervision and administration to the contractors. Therefore, protectionfor railway construction in a serious shortage of regulatory effectiveness and otherissues, set up the whole process of railway construction project environmentalprotection regulations mode to effectively solve the environmental problems becomeone of the tasks for the social sustainable development of China.This paper uses literature study and system analysis, the railway constructionproject environmental regulatory model to study.
