Study On The Eco-compensation Mechanism Of The Exploration Of Mineral Resources In Western Region

China’s western region is rich in energy, hydropower and mineral, whichconcentrates60percent of energy, mineral resources all around the country. However,non-balanced development of regional economy mainly included the exploration ofresources in western region produced a series of significant side effects——unsustainable development of resources in western region, development gap widenbetween the eastern and the western, and the deterioration of the ecological environmentetc.. To establish the ecological compensation mechanism of mineral resourcesexploitation is an important measure of restoration of the ecological environment ofmining area.On the basis of reviewing and combing the theoretical literature of the domesticand international ecological compensation mechanism for mineral development as wellas the application of real option on evaluating the value of mineral resources, the articlediscusses the basic content of Economics and Ecology of ecological compensationmechanism for mineral development, and puts forward the definition of ecologicalcompensation mechanism, and these theories give strong supports to build and a perfectecological compensation mechanism of mineral resources development in westernregion. Based on the analysis and comparison of dometic and foreign ecologicalcompensation mechanism of mineral development, the article also points out feasibleforeign approaches and key points of ecological compensation of mineral developmentin western region.After amount of theoretical and empirical analyses, the article focuses on the particularity ofecological compensation in western region, the ecological compensation standards of mineraldevelopment are discussed. Real option is used to create ecological compensation standards, andwestern manganese enrichment zone——"manganese triangle" is taken as the specific case,accounting eco-compensation standard, determining eco-compensation fee should be paid by miningenterprises for the exploitation of one ton of manganese ore. In the end, diversified channelsinnovation of “focus on enterprises pay and government funds, social funds added” is proposed.Moreover, the innovation of government transfer payment and market compensation models assistedby government funds are put forward. Combined with compensation system, specificcountermeasures were made to perfect the eco-compensation.
