At present, global warming has caused widespread concern of the internationalcommunity.Cities are the main sources of greenhouse gases.According to statistics, theconsumed-energy and the greenhouse emissions of the global great cities are more than70%of the global total. Under the background of the global environment crisis while China’senergy tension, the construction of low-carbon cities has become an inevitable choice ofurban development.Based on low-carbon city related research status domestic and overseas and the basicconstruction theory of low-carbon city, this paper firstly analyzes the economic developmentand energy consumption and the present condition of the education in Dalian during2000-2012, then expounds the source of carbon emissions in Dalian, after that using Kaya modelto calculate the city carbon emissions, so we can evaluate the level of low-carbon citydevelopment in Dalian by the method of decoupling theory model and the main indicators,finally puts forward the path of the construction of low-carbon city in Dalian.In this paper, the main research conclusions:(1)Using the Kaya carbon econometric model, calculate that there is a close correlationamong the carbon emissions with GDP,industrialization rate, urbanization rate in Dalianduring2000-2012, on the whole they are present a positive correlation, especially carbonemissions and GDP,their growth almost performance consistently.(2)To use of carbon contribution factor model, it is concluded that per capita GDP, thebuilding area, annual power consumption, car number all having a pivotal role on carbonemissions in Dalian.(3)Using the decoupling theory model to evaluate the level of low-carbon citydevelopment in Dalian, it is concluded that in2004-2012Dalian city low-carbon index belongto o.5≤LLCI<1, this description tell us that Dalian economic development has not cast offthe yoke of the carbon energy consumption, it is still a relatively high carbon city.(4)Based on the main index method to evaluate the level of low-carbon city developmentin Dalian, choicing Beijing, Shanghai, Tianjin, Wuhan four cities to compare, the results showthat Dalian is at a relatively low level of low-carbon city development.(5)According to the actual situation of Dalian, the path of low-carbon city construction isproposed in three levels. One is the macro level of speeding up low-carbon system construction and policy development; another is the meso-level of low-carbon coordination inoptimizing the energy structure and adjusting industrial structure and expanding naturalcarbon sinks; the last is micro level of advocating low-carbon family life and guidingenterprises to low-carbon production.
