Research On The Coordination Degree Between Provincial Ecological Civilization Construction And Human Development In China

Following the original civilization, agriculture civilization and industrial civilization, ecological civilization is a new advanced civilization form. This is not just our rethinking about the relationship between human to nature, man to man, but also about the way to sustainable improvement of human welfare.Starting from discerning the concept of"ecology" and "civilization", this paper summarizes the generalized and narrow sense connotation of ecological civilization briefly, elaborates the contacting relationship between ecological civilization and ecological civilization construction, and recalls the studies of ecological civilization construction evaluating index system. The author believes that the terminal goal of ecological civilization construction is to improve human welfare sustainably, requiring establishing harmonious relationship between human and nature, and caring the good coordination between economic construction and human development. Importantly, from the perspective of connotation and measuring index, this article discusses the inner conformity of human welfare between ecological civilization construction and human development. For preparing the coordination empirical analysis between ecological civilization construction and human development in theory, this paper uses interpretations of "lifespan","education" as supplement demonstrations.Therefore, ecological civilization construction is still within the scope of development. Assessing the level of ecological civilization construction is more to evaluate the degree of coordination between ecological civilization construction and human development than to measuring its own level. So the research on coordination between ecological civilization construction and human development becomes more important, and this is not only a new theoretical exploration of this field, but also is the inspection of the practice of ecological civilization construction.This paper’s study concludes that:In the theoretical research, this paper studies the basic connotation of ecological civilization from the perspective of human welfare, and the author believes the ultimate goal of ecological civilization construction is to make the welfare sustainably increasing, so ecological civilization construction is of welfare nature. The concept of human development is that the purpose of development is to get people to understand how the quality of life can be improved, including the expansion of people’s selection process, the development sustainability, and the economic and social coordinated development. All in all, in terms of the connotations of the measurements, ecological civilization construction and human development are consistent and both will boost each other, and are closely related as well. Thus, we find the intrinsic uniformity of ecological civilization construction and human development in theory, namely the welfare commonness.In the empirical research, this paper collects2005-2010ecological civilization index (ECI) and the Human Development Index (HDI),and describes the statement of ecological civilization construction and the human development of Chinese provinces based on empirical analysis. At the same time, the empirical coordination degree research between ecological civilization construction and human development of Chinese provinces, includes time trends study, an overview of inter-provincial differences between eastern, middle and western regions, and so on. The empirical results of the study show that the overall level of Chinese provinces’ecological civilization construction is gradually improving though, there still exist unstable trends. This indicates the lack of ecological civilization construction system security. Meanwhile, during the coordination research, the author finds out that both the level of ecological civilization construction and the coordination between ecological civilization construction and the human development, there exist significant regional differences in spaces, especially the middle and western regions lagging behind the eastern region obviously, thus our government need to give the middle and western regions more policy, financial, and technical supports.In a word, we should always take human welfare sustainable growth as the ultimate goal when constructing ecological civilization. And economic restructuring, industrial upgrading, and R&D investment in green producing techniques are all treated as the basic methods during the construction. The last but not the least, strengthening the concept of ecological civilization education, making the idea popularized, and improving ecological civilization construction security system are also important.
