With the continuous development of society and economy,human beings have become more and more closely connected with the ecological environment,and with this comes a series of problems such as the depletion of environmental resources becoming tighter,the deterioration of the ecological environment and social equity.People’s awareness of the environment is gradually increasing,and they are paying more and more attention to the natural ecology and promoting the construction and development of ecological civilisation.From the 18 th Party Congress in2012,to the 6th Plenary Session of the 19 th Party Congress in 2021,attention to the construction of ecological civilisation has increased with each passing day,and a series of reform programmes,institutional systems and reform measures for the construction of ecological civilisation have been released.As an important barrier to maintain China’s ecological security,the five northwestern provinces of Shaanxi,Gansu,Qinghai and Ningxia are facing the triple pressure of economic development,environmental protection and social equity,as their own ecological environment is more fragile and difficult to repair,and they have long been in a natural environment of drought and low rainfall,and their economic development is also in greater disparity with that of the eastern coastal areas.In this paper,the current situation of ecological civilization construction in the five provinces of Shaanxi,Gansu,Qinghai and Ningxia is addressed.Based on the definition of the connotation of ecological civilization and with reference to existing research results,an evaluation system of ecological civilization construction indicators is constructed by combining the theory of inclusive green growth and ecological civilization,which contains 35 specific indicators in four subsystems: economic growth,social equity,green production and consumption,and ecological environment.The entropy weighting method is used to comprehensively evaluate the level of ecological civilization construction in the five provinces of Shaanxi,Gansu,Qinghai,Ningxia and Xinjiang from 2010 to2019.The coupling coordination degree model is used to measure and analyze the coupling coordination between the subsystems of ecological civilization and different fields in the five provinces of Shaanxi,Gansu,Qinghai,Ningxia and Xinjiang,and the obstacle degree model is introduced to arrive at the obstacle factors of ecological civilization construction in the five provinces of Shaanxi,Gansu,Qinghai,Ningxia and Xinjiang.The results of the study show that: in terms of the level of ecological civilisation construction:(1)Shaanxi,Gansu,Qinghai,Ningxia and Xinjiang provinces show an overall upward trend in the level of ecological civilisation construction from 2010 to 2019,showing a "U" shaped curve,with Shaanxi being in the lead during the 10-year period,opening a significant gap with the other four provinces,while the other four provinces show an upward trend,but the level is low.The other four provinces show an upward trend,but the level is low.The highest value for each province occurred in 2019,and the lowest value was spread over the previous three years.(2)In general,the level of ecological civilization construction in the five northwestern provinces has been increasing year by year,with the highest social equity system among its four subsystems,the green production and consumption system and the ecological environment system intertwined at different time stages,while the economic growth system is the lowest among these four subsystems and there is a large gap between it and the other systems.From the perspective of the coupling and coordination degree and barrier degree among subsystems within the construction of ecological civilization,(1)The coupling and coupling coordination degree of the four major subsystems within the five provinces of Shaanxi,Gansu,Qinghai,Ningxia and Xinjiang all show an upward trend over time,with a significant rise in the early stage and a faster increase in the coupling and coordination level,and after the coupling and coordination level reaches a certain stage in the later stage,the growth rate of the coupling and coordination level among the provinces becomes slower,but finally they all reach the coordinated development level.(2)The level of coordinated development among the 4 major subsystems in Shaanxi is high,and its coupling and coordination degree has been maintained at a high level,while the coupling and coordination degree among the subsystems within Xinjiang continues to rise and eventually reaches the level of coordinated development,but there are gaps in comparison with the other four provinces.(3)Among the four major subsystems and nine areas that play a limiting role in enhancing the level of ecological civilization construction in the five provinces of Shaanxi,Gansu,Qinghai,Ningxia and Xinjiang,it is found that the degree of obstruction of the ecological environment system among the four major subsystems is significantly higher than that of the other subsystems,and there is an increasing trend over time.In second place is the social equity system,and the degree of obstruction also remains at a higher position,indicating that as the level of ecological civilization construction in each of the five northwestern provinces is enhanced and reaches a certain level,issues such as ecological environment and social security become obstructive factors to the development of ecological civilization.(4)The resource endowment area,especially the specific indicator of water resources per capita,has been ranked first in terms of barrier degree,indicating that water shortage has become a key factor limiting the construction of ecological civilization in the five northwestern provinces,which requires vigorous promotion of water conservation awareness and improvement of water resources utilization in the future.
