Severity and ecological civilization construction of rural environmental problemshave draw the urgency attention of nation. July24,2008the State Council held anational teleconference rural environmental protection, which is held for the firsttime since the founding of New China ’s rural environmental protection by the StateCouncil meeting.To solve the problem of rural ecological civilization, the key lies inthe cultivation of ecological civilization construction personnel. However, at thepresent stage of China’s rural practical talents still very scarce, ecological civilizationconstruction expertise is phoenix water chestnut hair. How to train highly qualifiedpersonnel in rural ecological civilization construction, thus improving the ruralecological civilization, is one of the important issues at this stage of the party and thegovernment to be solved.Thus, the article found its potential problems by using qualitative andquantitative methods Analysis of integrated rural ecological construction personnel atthis stage the status quo of BA District, Shenzhen:the presence of personnelqualifications structure is irrational, personnel training system is incomplete, a smallproportion of professionals, training approaches, the number of small and enthusiasmfor knowledge and learning, not high five aspects, combined with BA area for thesefive questions the reason for the formation of the current state of the problem in-depthanalysis, and ultimately summed up in five targeted reasons: the government put lessemphasis enough, the lack of an effective system of personnel training systemplanning, lack of policy incentives, lack of targeted training, long period because ofthe slow effect and importance of the construction of ecological civilization, lack ofawareness in rural areas in five areas.Finally, on this basis, combined with benchmarking experience of foreigncountries, the article puts forward the countermeasures BA district personnel trainingin rural ecological civilization construction combining theory and practice of ruralecological civilization construction:1. Innovating the concept of ecological civilization construction personneltraining by establishing a people-oriented concept and breaking the traditionalconcepts of personnel training2.
