The world has witnessed deterioration of the environment for a few decades. Environmental protection has been in the spotlight of the public. The foundation of natural reserve is an effective method to conserve ecotope, natural resource, endangered species, biodiversity and ecological balance. In terms of external disturbance and delinquent supervision, many National reserve in China is being confronted with threat. To tackle this issue, the propaganda work is very crucial. Via the popularization of environmental education, particularly "educated by environment", the propaganda can enhance both environmental protection consciousness of the public and management of preserves. What is more, it also lays a stable foundation of the sustainable development of preserves.Naoli River, one of main tributaries of Ussuri River, possesses five marsh-type preserves (Naoli River National Natural Reserves, Three rings pool National Natural Reserves, Seven stars River National Natural Reserves, Dajia River Provincial Nature Reserve and Dongsheng Provincial Nature Reserve). The present research conducted environmental education evaluation and development strategy study in theses five reserves from April to September in2013.Initially, present study adopted methods of interview with tourists and in-situ investigation to analyze current environmental education situation of reserves. One hand, it found that substantial work had been dedicated to ecological tourism, publicity of environmentally related memorial days and publishment related educational materials. However, on the other hand, there were still many extra miles to go in the public participation and rational integration of environmental education with ecological tourism.Additionally, the research investigated environmental literacy of the public in all five sampling areas by methods of questionnaire and tourists tracking. The result revealed that only3.06%tourists regarded education as the target of the tour. Most of visitors held negative response to the environmental education conducted in investigated areas. The investigation also found that the environmental literacy of the public stayed at a relatively low level.Thirdly, the present study constructed a Naoli-River-specific evaluation system of environmental education. The research establish a series of quantized indexes to the conduct of environmental education in reserves with a set of means containing mathematical modeling and combined brainstorm, hierarchy analysis, frequency statistics, theoretical analysis, experts consultation and indexes tests. Based on investigation result and evaluation system proposed by the present study, the research evaluated the environmental education of every studied area. It all stayed at general level or ever worse. So it could be concluded that the effect of environmental education was not that ideal.Ultimately, focused on the current environmental education, low awareness of the public and the evaluation result of environmental education, the study proposed related strategy to the development of environmental education of Naoli River Natural Reserves. It contained activities aiming to different target groups and major projects with characteristic of Naoli River. In a nutshell,"One axis, Two wings, Three groups" Naoli-style development mode was proposed in the present research. It provided feasible ideas and suggestions to develop environmental education of all reserves in the whole drainage basin.
