| Abstract:In recent years, as an important subsector of research on disasters, the research on urban industrial disasters has gained more depth. Today, the City of Changsha is experiencing rapid economical development, and accelerated urbanization. Strengthening research and exploring novel practices on urban industrial disaster management is important for sustainable development and social harmony of the city. Firstly, this paper defines the concept of urban industrial disasters and characteristics of urban industrial disasters, and analyzes the important connotation of the urban industrial disaster management including its subject, object and methods, and also analyzes the influence factors about legal system, leadership system, and operational mechanism. Secondly, based on existing research results of disaster management, the paper introduces the development and the current state of urban industrial disaster management in Changsha. It analyzes the problems of the urban industrial disaster management, and identifies the fundamental reasons of the problems such as the unsoundness of legal system, the cross function of governance authorities, the imperfection of management system and the lack of social orientation. Finally, by studying and comparing the successful experiences from domestic and abroad, strategies and suggestions are proposed for Changsha’s urban industrial disaster management. It is suggested that the municipal government of Changsha should give priority to safety, disaster prevention, effective emergency and comprehensive management, strengthen the legal system, clearly identify the leadership of disaster management system, improve disaster control security system, enhance the daily supervision of government means, implement the management responsibility of the industry, increase the ability of city disaster prevention, advance the emergency response system of disaster, and establish the governance network cooperation and interaction. |
