Earthquake disaster mitigation and prevention plays an important part in National Public Safety, which is a fundamental and public-welfare cause, concerning people’s life and property safety and sustainable economic and social development. After Wenchuan earthquake, with the economic and social development and the raise of people’s disaster prevention awareness, we’ve put forward higher requirements for tasks of earthquake disaster mitigation and prevention. According to the increasingly emerging problems of indefinite subject of earthquake disaster mitigation and prevention tasks, it is imperative to reform the management system which doesn’t adapt to current economic and social development. As a system set by administrative agency of earthquake disaster mitigation and prevention tasks, earthquake disaster mitigation and prevention, including administrative & organizational structure system, function configuration, operating mechanism and etc., provides effective guarantee for well implementing tasks of earthquake disaster mitigation and prevention. Moreover, it is also the framework pillar supporting the development of earthquake disaster mitigation and prevention cause.Yunnan province is one of the provinces most seriously suffering from natural disasters all over the country. What’s more, it is also one of the provinces most seriously suffering from earthquake disasters with strong earthquake intensity, extensive distribution, high frequency, and severe damage. Yunnan provincial government attaches great importance to tasks of earthquake disaster mitigation and prevention, promulgating "Ten Measures, Ten Billion Projects" within a month after Wenchuan earthquake. The government also intensifies Yunnan provincial capacity building of preventing and dealing with earthquake disaster in an all-round way. The tasks of earthquake disaster mitigation and prevention in Yunnan province rank front row in the country not only from scientific researches but also from management layer.The paper sets Yunnan provincial earthquake disaster mitigation and prevention management system as the subject, putting emphasis on the study on how to reform the management system of Yunnan provincial earthquake disaster mitigation and prevention, which is based on function configuration centered on the earthquake department. Combining domestic and foreign institutional settings and the situation of researches on management system, the paper analyzes the current situation of management system of Yunnan provincial earthquake disaster mitigation and prevention. Combining the possibility-oriented reflections, due-oriented judgments, and especially public organizational theory, the paper analyzes the existing problems and reasons of Yunnan provincial earthquake disaster mitigation and prevention management system. Aiming at the existing problems, the paper is probing the management system of earthquake disaster mitigation and prevention which adapts to current social development requirements in Yunnan province, and is proposing targeted measures and proposals from five aspects including strengthening legal system, intensifying administrative function of earthquake system, permanently setting leading organs for earthquake disaster mitigation and prevention, improving function configuration structure of earthquake disaster mitigation and prevention management, and establishing high-effective management operation mechanism of earthquake disaster mitigation and prevention.
