Since the reform and opening,ecological and environmental problems of our country aregradually highlighted with the rapid development of the national economy. The Seventeenthand Eighteen Party Report made it clear that it was highly important to build ecologicalcivilization. Jiangsu Province, One of the economically developed provinces, is alsoaccelerating the pace of construction of ecological civilization which will help achieve the goalof “Two leading” and “Harmony Jiangsu” strategy when developing economony. Althoughthere are many researches on ecological urban and ecological agriculture, the research onevaluation of ecological civilization construction based on province is still at the initial stage.As a result, our study is of important practical significance. It also gives references for otherprovinces.Our study combines political science, ecology, economics, management science, andmulti-disciplinary theories and methods. Essential features and content of ecologicalcivilization are discussed. High frequency indexes which are found in current researchescounted. An index library is set up and after consulting some experts ecological civilizationevaluation system is built. Jiangsu Province which is taken as an example is evaluated fromboth time and spatial dimension. The trend and rank are discovered. And some problems in theconstruction of ecological civilization are founded. By system cluster method, Shandong,Zhejiang and Jiangsu provinces are classified as the same type of province. At the end of thearticle, some feasible ways to enhance the level of ecological civilization construction are comeup. We hope it can also give some references to other province.
