With the continuous development and changes of business modes inpetrochemical enterprises, more and more projects, maintenance and inspections,and technical services shall be completed by different contractors. However,in the process of project implementation, the contractors face higher risk andfrequency of accidents because of lacking in proper management by petrochemicalenterprises. Frequent accidents of all sorts not only bring casualties, propertydamages, environmental pollutions and negative social impacts, but also affectnormal production, economic benefits and overall HSE performance of enterprise.On the basis of analyzing CNPC contractor management principles andsummarizing mode innovation in contractor HSE management of JinzhouPetrochemical Co Ltd., this paper proposes improved contractor HSE managementmethod. It mainly contains risk analysis and evaluation method which shallenhance contractor HSE management by combing quantitative and qualitativeanalysis in project implementation process to reduce or eliminate risks thatcontractors face, with the final aim to improve contractor HSE management inpetrochemical enterprises. This paper mainly discusses two aspects:Firstly, this paper applies theory of risk analysis to identify and analyzerelevant HSE risk factors during project implementation of petrochemicalenterprises. And finally create contractor project HSE risk analysis andevaluation system according to hierarchical relationships HSE risk factors,internal correlations and information features, and by applying theory of riskmatrix and Hierarchy-grey theory.By relying on information collection and processing functions of HSEmanagement system, and by effectively combining contractor HSE management data,evaluator s personal experience and scientific judgment, in this paper, riskevaluation result for single item and entire project implementation can beobtained, and risk grade distribution chart in the whole process can be formed to guide on-site supervision personnel to develop supervision process, methodsand measures according to project single and comprehensive risk.
