In2007, the State Environmental Protection Bureau established oil vapor emissionstandards of gas stations that requiring gas stations implementation of the oil vapor recoveryand controlling oil vapor emissions. Qingdao Municipality also requires that gas stationswithin their respective jurisdictions must be completed and realized the target of oil vaporemissions, safety and environmental requirements before October31,2012.Based on this background, this paper contrasts the basic process of design of technologyeconomics and weaves alternatives of oil vapor recovery controlling of gas station. And byquantitative evaluation of the gas station’s current oil vapor recovery technology andcombination,we choose the best oil vapor recovery technology for gas station, and providethe scientific reference basis for the domestic regional stations that chooses oil vapor recoverytransformation and choice of oil vapor recovery unit.Based on careful analysis the link of oil vapor emission in the process of operation andmanagement and compared to the current way of dealing with all kinds of oil vapor recoverytechnology of gas stations at home and abroad,this article has used multi-objective decisionmodel of grey correlation degree. In view of the PetroChina Shandong Qingdao MarketingCompany actual situation and in terms of safety, economy, environment and so on, it thinks todetermine a series of evaluation indicators and the weight coefficient of the cost of oil and gasrecycling system equipment, safety, recovery efficiency and environmental benefits, andcover an area. This article is evaluation of the final score of the current gas station oil vaporrecycling technology and the combination. It chooses the optimum of the oil vapor recyclingtechnology. The current kinds of oil vapor recycling technology and the combination of gasstation priorities as follows: condensation add membrane separation, condensation andadsorption, membrane separation, condensation method, adsorption method. For oil vaporrecovery plan of gas stations, therefore, condensation and membrane separation is an optimalchoice, then condensing add adsorption method. In a single technology, membrane method isfirst selection.Often occurs according to the gas station in the process of oil vapor recovery systemusing gas liquid ratio and the closure is unqualified, oil vapor emission concentration and transfer emissions problem, analysis its causes, and points out the shortage of existingmethods and combining the distribution characteristics of gas station and regulatoryrequirements, design the gas collection on-line monitoring and remote alarm system. Thissystem is made of the mature roots flowmeter, pressure sensor, oil vapor detection alarmequipment, components, data processing and data transmission network technology. It realizesthe real-time monitoring on the performance of the gas and liquid ratio, the resistance ofliquid, impermeability and oil vapor concentration of oil vapor recovery.
