The safety evaluation of technical renovation project is always the key problem in the field of project management.The goal of accurate evaluation,appropriate evaluation methods,evaluation of scientific,comprehensive evaluation content,evaluation result,will bring innovative benefits for technological transformation projects;on the other hand,will give the technical transformation project laid great risks,and even lead to the original project stalled,and bring the heavy loss to the enterprise.Because of this,this paper provided basic eliminate bottlenecks in technological transformation projects of sulfur recovery unit in acidic water China oil overview of Harbin Petrochemical Industries Co,using the theory and method of evaluation of project management theory,the technical transformation project of safety evaluation research.On the basis of relevant safety laws and regulations and relevant technical standards,based on the feasibility study report of the project and the relevant technical data,respectively the existence of the substance of the risk,the risk of production equipment,auxiliary engineering and public works and other risks are analyzed in detail,and to determine the evaluation unit.The project of major hazard identification.One is the external security conditions,plant general layout,fire control facilities and safety management based on safety check list is analyzed;two is the use of risk analysis methods for the qualitative evaluation of raw materials and facilities,water pump,sulfur forming packaging production line and other units;three is to use chemical fire and index explosion hazard of sulfur recovery unit and each dangerous degree of fire and explosion danger degree were evaluated;four of the raw material tank and pump room facilities,using the method of fault tree were evaluated;five of the raw water tank fire,explosion and poisoning risk of accident consequence simulation analysis;six analysis of the safety conditions of construction project and its safety and reliability.Finally,this paper puts forward some countermeasures and suggestions for the project design and operation of the project.In this paper,it is concluded that the project of acid water vapor recovery sulfur recovery unit in Harbin Petrochemical Co.,Ltd.has safety conditions.In order to ensure the smooth implementation of the project,this paper puts forward the safety management measures in the project,the construction period,and in response to emergencies in the design of a specific emergency response system.
