Energy comes first in economic development.Since the reform and opening up,the coal industry has made great progress,but environmental problems have also followed,the contradiction between natural resources and environmental damage is becoming more and more prominent.Shanxi,Shaanxi and Inner Mongolia are the gathering places of coal resources in China,and the ecological environment problems are especially serious.Therefore,it is necessary to plan the mining scale of coal resources in Shanxi,Shaanxi and Inner Mongolia according to the environmental problems.Based on this,this article constructs the optimal mining scale model of coal resources in Shanxi,Shaanxi and Inner Mongolia region,which takes ecological environment as the main constraint condition and maximizes the profit of coal enterprises as the goal,solves and analyzes the model,and then puts forward relevant policy suggestions.The main research work and conclusions are as follows:(1)From coal mining enterprises mining,the mining area environment as well as three aspects analyzes Shanxi,Shaanxi and Inner Mongolia present situation of coal resources exploitation,and inductive current in the Inner Mongolia region,the problems existing in the exploitation of coal resources and deficiency of ecological environment effect is not enough,more serious resource waste,green mining technology research and development and application of inadequate insufficiency,th e ecological environment governance,etc.(2)The main factors that affect the optimal mining scale of coal resources are the remaining recoverable reserves of coal resources,costs(including mining costs and environmental restoration costs),technology(including general coal mining technology and green mining technology),ecological environment damage,etc.,and the mathematical expression of key factors is given,which lays the foundation for subsequent modeling.(3)This article constructs an optimal mining scale model of coal resources with the main goal of maximizing the profits of coal enterprises,and takes the remaining recoverable reserves,ecological environment damage,general mining technology and green mining technology as the main constraints.The model is solved,and the impact of various factors on the optimal coal mining scale in Shanxi,Shaanxi and Inner Mongolia is analyzed,and relevant policy suggestions are put forward.The research results of this article enrich the relevant theories of resource economics,and provide a reference for national or local government departments to formulate reasonable and effective resource allocation strategies and policies.
