Environmental crisis is one of the most important social issues in China. Crisis caused by environmental pollution are frequent. Governance on environmental pollution crisis is becoming more important in the field of public management and gain its popularity among scholars. The traditional crisis management model, which relies on "top-down" one dimensional governmental regulation leading to low efficiency of crisis management fails to coop with environmental pollution crisis for it is trans-boundary in nature. In this passage, we will focus on exploring effective governance model and governance strategy of environmental pollution crisis governance in China context from network perspective.This paper will adapt network governance theory to research issue systematically and build analytical framework for environmental pollution crisis in China. This article will define basic concepts of network governance, identify actors in governance network, analysis the uncertainties in network, strategies and actions of actors, process and outcome of policy game and build the governance network of environmental pollution crisis. This paper will select cases of Songhuajiang River pollution in2005and Tai Lake algae crisis in2007to analysis actions of actors, policy game process, outcome of policy game and its causes.An environmental pollution crisis is a wicked problem in nature. It travels beyond administrative boundary as well as boundary of public and private sector. Within the network actors such as government, media, public and enterprises are mutual dependent, no one can solve the problem alone. Arguments and conflicts arise from cognitive uncertainty, strategic uncertainty and institutional uncertainty makes it hard to reach mutual understanding.Policy games if not that of a linear process it is more like a game with a number of rounds. Actors interact with each other to search for the solution of joint action. When interaction and cooperation among actors is hard to proceed, impasses may emerge. Impasses may lead to stagnation in policy discussion. We can distinguish four clusters of factors that can explain impasses:cognitive causes, social causes, institutional causes and network management. By adjusting the four factors, the core problems of will be solved, crucial decisions will be made which will lead to breakthroughs in policy games.The key to efficient network governance is to construct cooperation mechanism, coordination mechanism, trust mechanism and maintenance mechanism to regulate and stimulate actors’ actions.
