A Study On Collaborative Governance Mode Building Of Environmental Crisis

During the transition period, China has been confronted with opportunities and chanllenges of multiple social reforms,some examples are urbanization, marketization, information and globalization. In this process, that the environmental crisis events frequently happen resulting from extreme production and consumption of human-beings aiming to persue a soar in economic growth, which caused a serious damage to ecological environment, plus the failure of government, the irresponsibility of enterprises has become a social focus. The environmental crisis can mainly be categoried into two forms—environmental pollution and ecological destruction. They are not only harmful to people’s health, in the long run, also restrict the future economic prosperity. Due to the externality of environmental crisis, its governance need collective action and shared responsibility of different social parties.In this paper, environmental crisis refers to an unstable condition caused by both of the existing and latent environmental problems. From the perspective of Public Administration, the author studies new strategies of environmental crisis governance to establish a synergy governance mode. On the basis of theory of governance, synergy theory and other theories, the mode analyzes the current cooperative governance model to summarize five key modeling factors: the external environment, target motivation, power engines, security system and evaluation of accountability. In Chapter 3, the necessity, advantage and rationality of synergy governance are discussed after systematic analysis of the difficulties in environmental crisis governance. In Chapter 4, the basic framework of environmental crisis synergy governance mode are put forward in terms of the main body, organized structure, content and system of collaborative design. Finally, according to two case——the“Jiaxing Mode”and “Wenzhou Mode”, the effectiveness of this mode is proved and some constructive suggestions are given.
