With the rapid development of the integration of global economy, food (agricultural) security problem has become the focus of the government and the public. How to manage the food (agricultural) security effectively and the establishment of food safety management system, is one of the major problems. In recent years a large number of of agricultural products have also been returned, the main reason is the pesticide residues, guaranteeing the quality and safety of agricultural products has become an important index of performance appraisal of the government at all levels. How to manage the quality and safety of agricultural products is the practical problem of all levels of government and the competent administrative department. Carrying out various measures of protection of agricultural products of quality and safety measures is an important way to realize the effective supervision. Inspecting the quality safety of agricultural products, especially the residues of pesticide in vegetables, is the basis for effective supervision measures. In order to provide technical support of the government decision-making, we can use the way of looking up document literature, investigation, censuring statistics to analyze routine monitoring data in recent three years of pesticide residues in Xinjiang vegetables. Through analysis and studying to obtain the following main conclusion:l.The ensure of the quality and safety of Xinjiang vegetableThrough the routine monitoring of the basic three years of Xinjiang vegetable’s quality, we can find the qualified rate is higher, and the steady trend, but the trend is flat. With the improvement of vegetable’s quality and safety unceasingly thorough, some deep-seated problems in agricultural production become the main factors, such as:contradiction between the family as the small units of production and large market,"high quality", the contradiction between the supply and quality safety, the defects of supervision system etc.2.The relation between different season and the exceed rate of pesticide residues in vegetable.The statistical analysis of Xinjiang vegetables monitoring data for three years proves that the pesticide residues in vegetables of Xinjiang exceed the standard conditions and seasonal significant relevance, which has close relationship with the anti seasonal vegetable production. In order to ensure the greenhouse’s temperature, the greenhouse without ventilation, the humidity of greenhouse is high. This period of pest occurrence rate is very high, the use of medicine is more frequent. After the mid of May, the natural rise in temperature, greenhouse open, humidity decreased, plant diseases and insect pests decreased, decreased frequency of medication. From the monitoring data also demonstrate the characteristics of anti season vegetable production. 3. The relation between the kinds of vegetable and the use of pesticideAccording to the monitoring data, the exceeded standard rate of pesticide residue has nothing to do with the season, the exceeded standard rate of pesticide residue is related to the growth characteristics, and the period of growth of leafy vegetables is short. Plant diseases and insect pests occurred mainly in vegetable harvest, after farmers spraying pesticides, the main causes of leafy vegetables exceed the standard is according to the withdrawal period of withdrawal. The exceeded of standard rate of pesticide residue of Solanaceous Fruits, beans, melons and vegetables has obvious seasonal variation and close relationship with agriculture production mode.4.The main reasons of the exceeded standard in vegetable are the banned pesticides and pesticide in high poison.In vegetable production, farmer do not very concern the kind of vegetable, mainly focus on effect and speed of pesticide pest control, this factor is the main reason for farmers to use banned and high toxic pesticides when in production. Banned and high toxic pesticides generally have longer half-life, our standard on the limited value is far lower than the other pesticides, banned high toxic pesticides are used in the production, as exceed the standard of pesticide residues in vegetables easily, show on the monitoring data of Xinjiang vegetables, G-Budweiser (containingthree hydroxyl g Budweiser), chlorpyrifos, oxygendimet hoate, cyhalothrin, aldicarb (containing sulfide and sulfoxide) and acetamiprid, these six kinds of pesticide exceed the standard frequency and accounted for48of the pesticides exceed the standard75.6%. That the pesticide residues in vegetables of Xinjiang exceed the standard is mainly these pesticides.5.In order to ensure the quality and safety of vegetables, it can put forward some measures: strengthening famers’propaganda and training of medication safety; Accelerating the standardization of pollution-free vegetable construction pace; strengthening the market management of pesticide and strengthening the supervision of agricultural product quality of vegetables; increasing the propaganda dynamics, purificating brand environment; establishing and improving vegetable market access system; improving the vegetable quality and safety inspection and monitoring system and the establishment of pesticide regulation and agricultural credit system; establishing vegetable quality and safety risk warning mechanism.
