One of the most important goals for environmental protection is improving the indicator of air quality because people pay more attentions to air quality. According to "2013annual report Chinese motor vehicle pollution control", the total quantity of emissions from motor vehicles is46.1million tons. The quantity of main four pollutants (e.g. NOx, PM, HC and CO) emissions in2012kept basically the same as2011’s level which were6.40million tons,0.62million tons,4.38million tons and34.71million tons. Car is the main contributor to these pollutants emissions which offered more than90%NOx and PM and more than70%of HC and CO. Therefore, the one of most important part of environmental protection is vehicle exhaust treatment. Vehicle exhaust testing is one of effective tools for this treatment.There are some problems in the system of vehicle pollution supervision in Shandong province, for example, regulation lacking, testing equipments problem, un-unified approval standard. As so far, a special department for governing vehicle exhaust is still on the way. If this department is set up, it will be very helpful to manage testing data, testing process, results inquiry.This paper aims to design a system of vehicle exhaust testing. This system makes that testing line and cloud management network communication work well. In order to design this system, telecommunications operator’MSTP digital circuit technology, recognition technology and video monitoring technology will be applied.First of all, analyzing vehicle exhausts testing requirements, calculating network bandwidth and ensuring systems security. Vehicle information need to be quickly read and written, so we use recognition technology. Calculate the capacity of servers and storage equipments to make sure the cloud center work well.Next, there are three subsystems in the overall network structure design, testing spot subsystem, communications subsystem, cloud management center subsystem. In the testing spot, recognition technology will reduce labor cost, make vehicle information exactly and improve work efficiency. Video monitoring technology will monitor the whole work process and video management. Make the network design of the subsystem of testing spot. A reasonable programme for data transmission network, which is using telecommunications operator’MSTP digital circuit technology, makes sure that transferring network flexible, safe and stable. Under this programme, check spot and cloud management center could communicate each other. In the cloud management center,"cloud" technology is mentioned in this paper. The management platform is make up of muti-group servicers, makes sure the system safe and stable.Finally, the system could realize the function such as award RFID card, equipment management, award approval identification, video monitoring in the actual scene. In the future, this system will cover17cities and120counties which own over200testing stations and800testing lines. The system would improve the management work of the environmental protection administration.
