| The current coordination between the world economy and environment are themain elements in the sustainable development strategy concerns. Especially fordeveloping countries, such as China, It is extreme important to establish thiscoordination. To achieve and balance the regional development, Our Party makes it asan important principle of socialist construction for China. In1988, Deng Xiaopingproposed the " Two Situations" strategic concept. One of the situation is:" When thecoastal cities is developed, they need to help the Mainland. On June17,1999, JiangZemin pointed out that hold every chance to develop the western region. Variousnatural resources are in western region, and that is why China is getting ready to fullydevelop western region as a important resource base, and also it is used an importantsupport basement to revitalize the economy for the next century. The western regionof Sichuan province is with large resources, population, science technology, culturaland provincial economy, and the biggest commodity market, factor markets andmaterial distribution center are also in Southwest China. It plays a very important rolein the national implementation of the western development strategy. Therefore, ForSichuan province, the research about socio-economic and environment in sustainableand harmonious development is urgent and practical.Based on the background above, the paper adopts the mathematical softwareMATLAB, nonlinear coupling models and other methods for the sustainabledevelopment of socio-economy and environment in Sichuan Province. The paperalso combines a systematic analysis and evaluation, qualitative analysis andquantitative evaluation theory, and practical application. The research includes:(1)establishing a evaluation system in Sichuan Province, which is the coordinationdevelopment of economy and environment;(2) building environment-economysystem evaluation of the development models and methods;(3) Evaluating andanalyzing comprehensively the development of economy environment, andenvironmental-economic system from2000to2012in Sichuan Province;(4) Thestudy of Sichuan environment-economy coordinated development. According to analysis research, the paper achieves the following four conclusions:(1) From2000to2012, For Sichuan environmental damage, the overall situationwas gradually improving. In2000, Environmental Assessment value was0.2, whichstated in a extreme environmental damage phase. From2006to2010, Sichuanenvironmental assessment value increased from0.3to0.7, which means theenvironmental situation improved from serious damage to the lag phase. From2010to2012, environmental assessment value was maintained at0.7.(2) The overall economic development situation is the upward. From2000to2012,the economy rating values were rising steadily year by year. In2012, economicevaluation value reached0.7in Sichuan Province.(3) From2000to2012, Sichuan provincial environment-economy system, thecoupling degree increased from0.46to0.83, that situation was upward. In three-yearof2000-2002, the coupling degree of environment-economic system belonged tomoderate coordination, which to be in a basic coupling stage. In2003-2009environment-economy system involved in highly coordination, which was runningcoupling stage. In2010, the coupling degree of the system was extremely coordinatedand went on in2012, and the coupling degree of this three-year was in a high level.By comparing the value of the evaluation, After2010, Sichuan environment-economy system achieved simultaneously development of economy and environment.(4) Through the analysis of Sichuan Province coordinated development in economyand environment system research, the paper proposed effective measures andsuggestions for Sichuan province: Implementation of sustainable developmentstrategies, protecting the natural environment, using rationally in natural resources,seeking actively for national policy are to support and protect for the rapid economicdevelopment in Sichuan Province. |
