Tailings is a high potential of man-made debris flow hazards, which also is a very special mining projects involving public safety building. With the recent upward trend in the accident tailings, security situation is quite serious, and it becomes a serious threat to people’s lives and property. The accident occurred tailing ponds are many reasons. Tailing ponds affected by many factors. Some of the reasons are potential and sudden. But they also have their usual regularity. If we grasp the laws of them, we will be able to effectively prevent the occurrence and development of the accident.On the basis of system safety and modern safety management theory, it analyzes the diseases influence tailing pond and risks tailing pond exists with PHA and also uses PHA to analysis prior to their risk of a grade, pointing out that gist and method distinguish major hazards of tailing pond, This article provided a summary of the characteristics of tailing pond related accidents both in China and abroad, based on which a systematic research was conducted on the dam failing pattern and dam failing path. It also studies and establishes a dam failing risk index system for the tailing ponds based on engineering analysis of the dam pond indexes as well as correlation analysis. The establishment of this system provides a precondition for the research of tailing dam failing risk evaluation model and evaluation method, providing a basis for safety supervision and management of the tailing ponds during their operations.Based on the example of the tailings of fluorite ore concentrator in Yongfeng Harqin Banner of inner Mongolia, this article uses checklist and fault tree analysis methods on the evaluation unit, and then proposed the corrective measures.it also has the overall risk assessment on tailings based on engineering fuzzy set theory, and the safety level of this tailings is gained at last.
