The current, our country is in reform crucial period and deep waters, and experiencing rapid industrialization, urbanization and modernization. However, the rapid development of economy and society for decades, but inevitably bring environmental crisis. Environmental NGOs as an important part of social organization, plays an irreplaceable role in mediating conflicts in economic and social development and environmental protection aspects. Dalian, known as "romantic" in the world, has been promoting a low-carbon, green development. In the development process, is also facing tight resource constraints, environmental pollution grim situation. Dalian city environmental NGO is committed to protecting the environment and ecological resources of social organization, despite a late start, and the smaller, but also has become an important subject in Dalian environmental protection. Therefore, accelerating the development of non-governmental environmental organizations to promote social management system, ensure the protection of the ecological environment of great significance and far-reaching.The purpose of this thesis is the research gaps Dalian city environmental NGO development, combines the environment background, the rapid development of the environmental NGOs, the concept, classification and function from non-governmental organizations and non-governmental environmental protection organization, through on-the-spot demonstration way, environmental NGOs in the Dalian city visited. And to summarizes the development course of the environmental NGOs and major achievements in Dalian city, point out the existence of non-governmental environmental protection organizations in the development of Dalian city, such as the number of funds and small scale, lack of human resources activities in general, the strength is weak and the public participation is not enough and other issues, a profound analysis of the causes of these problems are mainly the imperfect legislation, reform has lagged behind, inadequate government supervision, internal governance structure is not sound, lack of social credibility etc. Through the theoretical research of the system, and the successful experience of the analysis of domestic and international ENGOs development, combined with the actual Dalian city, put forward specific proposals to promote the development of Dalian city environmental NGOs, and carries on the feasibility analysis. Finally, from the legal status, government support, public participation etc. to put forward some countermeasures, to explore a new way for the development of Dalian city environmental NGOs, in order to provide reference for the development of Dalian City Environmental Governance and NGOs.
