A Study Of Problems And Solutions In The Rural Residents' Minimal Living Security System In Dalingshan Town, Dongguan City

Issues of agriculture, farmer and rural area are of great importance for the Chinese reform and open-up as well as the construction of modernization. Without the stability in rural areas, stability in the whole country can not be guaranteed. However, the poverty in rural areas is the potential unstable factor for social stability. Therefore, during the course of economic and social development, it is high priority that we should solve the living difficulties for the poor in rural area. The minimal living security system for rural areas is a social relief system established by the state to maintain the minimal basic living of the rural poverty-stricken population.The rural residents'minimal living security system is the most fundamental social security but also a major content of the whole social security system. This study analyzed the existing problems and solutions of the rural residents'minimal living security system in Dalingshan Town, located in a comparatively developed city in Guangdong Province, by adopting the Keynesianism, the theory of poverty circle and Scientific Outlook on Development.The essay discussed the following three perspectives:1. The essay looked into the concepts and features of the rural residents'minimal living security system, illustrated the structural status of the minimal living security system in the whole social security system and at the same time combed the history of the development of the rural residents' minimal living security system and further demonstrated the necessity of establishing the rural residents'minimal living security system.2. The essay collected data from literary research, government survey and specific questionnaire for the rural residents, and then introduced the current situation of the rural residents'minimal living security system in Dalingshan Town. Thus, the author found out the existing problems and reasons behind them.3. Based on the qualitative and qualitative analysis, the essay proposed several solutions to perfect the Dalingshan rural residents'minimal living security system from the perspectives of identifying the beneficiaries, identifying lowest living standard and establishing the multi-layer social security system.
