A Study On The Rural Minimum Living Security System In Anhui Province

The tens of millions of pauper’s basic livelihood have been improved effectively since the implementation of the rural subsistence allowances system. It plays an important role in maintaining social stability, regulating income distribution, promoting justice, developing urban and denoting to urban and rural development. The Eighteenth National Congress of the CPC sets up the goal of building a moderately prosperous society and fully completing social security system covering urban and rural residents, which put forward new demands at rural residents work.Anhui, located in the central area of China, showing in the process of their own characteristics in rural subsistence allowances system, has many good practices and experiences. At the same time, many issues come out, such as large differences among regions, the minimum target entry and exit difficult, grassroots residents work not standardized and etc. The emergence of these problems may due to economic reasons for the level of development, or local administrative reasons, or some common reasons. Considering the actual situation in Anhui, to solve these problems, the government has not only increased funding for security, improving the system, strengthening the implementation, but also combined with the current situation, in a pragmatic manner, innovating methods of work, and constantly improving the rural economics, social and political benefits. Accordingly to it, the thesis, addition to the introduction, is divided into five chapters to discuss the rural subsistence allowances system of Anhui.The first part:overview the current situation, system content and achievements of rural subsistence allowances system construction in Anhui, institutional and other aspects of the content and achievements, to emphasize the positive significance of rural minimum living system in narrowing the gap between the rich and the poor and the overall development of urban and rural areas.The second part:on the basis of field visits, surveys and data analysis, analyze problems and reasons existing in the implementation process of Anhui rural subsistence allowances system.The third part:on the basis of consulting the relevant foreign information on social assistance, the focus of analysis is based on social assistance system in Japan, the United States and the United Kingdom, to sort out and summarize some common characteristics and experiences.The fourth part:combining with the actual situation and characteristics of rural work, try to put forward the practical measures suitable for rural areas. Learning from foreign experience of social assistance system, explore rural Anhui explore ways and means of subsistence allowances system in Anhui.
