Review And Practical Thoughs On The Development Of Non-public Economic Policy After The Founding Of The People's Republic Of China

After the founding of People Republic of China, our Party's has experienced of a very tortuous process of understanding of the non-public economy. How to correctly understand and treat the non-public economy is a major problem puzzling the Chinese Communist Party long time. At present, the policy environment of non-public economic development is becoming more relaxed and the institutional restrictions are gradually eliminated, with the gradual relaxation of the policy on non-public enterprises in market access and the areas of investment and financing by government, the future space of survival and development of the individual economy, private economy and foreign economic will become increasingly broad. Non-public economy has been an important force in socialist construction with Chinese characteristics.However, the rapid development of the individual economy, private economy and external economy has raised the extensive attention of the whole community, especially the field of ideological and theoretical. Many people have full of doubt on the non-public economic development prospects: the non-public economic development would pose a threat to our basic economic system or not? With the new emergence of social groups or classes, whether generate new bourgeoisie? How to evaluate the existence of exploitation in non-public economy? Non-public economic development would eventually lead to the privatization and social polarization or not? These real issues are the fears and confusion of the people, which must be clearly answered by the theory. Therefore, we must systematic investigate the policy formation and evolution path of the non-public economic after liberation, and explore the theory and policy evolution of the party's non-public economic from the perspective of history. In this paper, we used the time after liberation as the starting point, emphatically analyses and researched policy evolution of Chinese non-public economy since the 1949. And discussed the current controversial issues exist in the non-public economic field.
