Public Policy Research On The Development Of Non-public Economy In Qingdao

Non-public economy is an important part of socialist market economy,which plays an important role in supporting growth,promoting innovation,expanding employment and increasing tax revenue.In recent years,China's non-public economy has created about 60% of GDP,80% of social employment and more than 50% of fiscal revenue annually,which has become one of the important foundations of economic and social development.With the transformation of new and old momentum,China's economic development model has entered a new stage,and the development of non-public economy is inevitably affected by the new situation,which requires timely adjustment and innovation of the public policy of the government's non-public economic development in order to adapt to the rapid development of social economy.In this context,Qingdao's non-public economy has developed rapidly,but compared with other cities such as Shenzhen and Hangzhou,the overall development status of Qingdao's non-public economy is not small,facing many constraints.Therefore,this paper takes Qingdao as an example,by analyzing the "short board" of public policy in the development of non-public economy,aiming at putting forward public policies and measures to improve the development of non-public economy,and promoting the healthy and orderly development of non-public economy.Starting from the theory of public management,this paper lists the public policies that some economically developed cities in southern China support and promote the development of non-public economy.Combining with the actual situation of the development of non-public economy in Qingdao,starting with the analysis of the current public policies that promote the development of non-public economy in Qingdao,this paper combines quantitative analysis with qualitative analysis to analyze the new public services.From the theoretical point of view,this paper finds out the problems existing in the aspects of market access,financing,taxation,government service,talent support and factor guarantee of Qingdao's public policy to promote the development of non-public economy,focusing on the key links of market access,reform of "release and control",fiscal and taxation incentives,cost reduction,enterprise innovation,property rights protection,Entrepreneurship and social services,and promotes Qingdao's market access.In order to explore the sustainable,stable and healthy development of Qingdao's non-public economy,some suggestions are put forward for the formulation of public policies for the development of non-public economy.
