Non-public economy is an important part of our socialist market economy. It’s the important driving force for the construction of socialist modernization and the source of vitality for speeding up the transformation of the economic development pattern, as well as the fundamental source of making social fortune. It plays an increasingly important role in improving the socialist market economic system, expanding employment channels and increasing the government financial revenue. It develops from "capitalist tail" to "necessary and beneficial supplement", then "unwavering and important part of socialist market economy", so far,"the main body of market" characterized by fair competition and equal protection. Each step is a theoretical leap of emancipating the mind and lays a foundation for the non-public economic development both theoretically and politically, which makes a broader space for development.Non-public economy is both an important part of Tibetan socialist market economy and an important driving force of building a well-off society for new Tibet. The regional non-public economy has developed considerably since reform and opening up of China, especially after "the eleventh five-year plan in China". Now it becomes an important part of Tibetan national economy and makes a significant contribution in stimulating the urban and rural economy, narrowing the development gap between regions, improving people’s livelihood and maintaining social harmony and stability, and so on. However, due to the particular social-economic basis and external condition, the economic development level of Tibet is now far behind in comparison with other areas, even farther with developed eastern areas. The Party Committee of Autonomous Region has long highly valued the non-public economic development and issued a range of related policies and measures successively. In2011, Chen Quanguo, the secretary of Party Committee, put forward the guiding ideology "believing in politics, opening in mind, loosening in policy, daring in development, freeing in work" in order to develop the non-public economy.The paper aims to probe into the policies on non-public economic development in Tibet from the public policy perspective. It expounds the history of Tibetan non-public economy of new age, the present policies, the main achievements and other areas’relevant policies. After that, it attempts to set forth some solutions by comparing and analyzing with a purpose to promote the development of Tibetan non-public economy.The paper is composed of five chapters. The former two chapters summarize the research findings on non-public economic development policy at home and abroad, define the related concepts, clear up the related theory systematically and, based on these, put forward some personal ideas. The third chapter mainly reviews the policies on Tibetan non-public economic development, emphatically expounds the present policies and main achievements of the non-public economy development in Tibet, and analyzes the existing problems and reasons combining with the actual situation. The fourth introduces some significant non-public economic policies from other areas of China and makes a summary of inspirations produced by these policies. The last one offers some targeted suggestions on how to improve the Tibetan non-public economic development by analyzing the policies deeply and referring to related theories.In short, the paper is intended to provide certain theoretical thoughts on how to develop the Tibetan non-public economy and help the government make more practical and efficient policies in order to develop better the non-public economy and benefit people of Tibet, which is also the original attention of author.
