The Study On China's Implementation Model In New Towns Planning Of Metropolitan Areas

In the twenty-first century, the world entered the"urban era". In the context of economic globalization, it is one of the important duties for new-era urban planning to comply with the development trend of urbanization, from the perspective of sustainable development to adapt to the times and explore the path of urban development. With the continuous development of the current social, the reform of the economic and political structures is deepening. Also,urban planning in theory and practice have undergone a profound change. Urban planning as a public policy has become a consensus.However, in the field of planning implementation, due to various reasons, there are still a number of contradictions. Relevant practical experiences and strategic doctrines of new towns planning of metropolitan areas at home and abroad are used in this thesis, for example, Shanghai Lingang New Town has constructed Significantly. Based on the issues of new towns planning in the implementation's process, this thesis has collated and analyzed those problems comparatively in empirical surveys. The new towns planning of metropolitan areas has drawn on relevant experiences of domestic and international implementation and contrasted our country's new towns planning system, to explore the implementation model of current new towns planning of Metropolitan areas, and raise reasonable research proposals and supporting measures. The General Secretary Hu Jintao has pointed out that the scientific concept of development reveals the universal laws of development of the country has an important guiding significance, all localities and departments should, in light of the actual situation of their own to implement the scientific concept of development, solution-oriented self-development that exist in prominent contradictions and problems, faster and better promote the development of various undertakings. A city in a particular historical period has its special ways to grow the need of nurtures and operations. The implementation of new towns planning has the initiative need to understand and follow the laws of urbanization, and economic and social development co-ordination. Both of which need to adhere to the existing planning concepts to maintain continuity planning, but also require a breakthrough in the new situation to explore urban and rural integration development model, allowing the planning of new breakthrough in the implementation process of the bottlenecks and the plight of foster endogenous momentum and its own characteristics, and open up a new town to adapt to high-quality model of sustainable development.In Shanghai, from 2004 to 2009, in the whole process, I had the honor to participate for five years, in one of the three focus-on new towns - "Lingang New Town", including planning preparation, approvaling and managing the practical work in the first line of the development and construction, planning and construction management. In this course, the author has accumulated a large number of high-quality datas and policy resources, through practical cases, with the hope that this thesis could provide a new reference and inspiration for our urban planning, construction and management of new towns of metropolitan areas.
