Study On The Development Problem And Countermeasures Of Urbanization At Xin Tai City

Urbanization is a historical process developing from traditional agriculture society to modernization urban society, is one of the important marks of the modernization too. Accelerating the urbanization has significant impetus function to the development of national economy and society. Xin Tai , regarded as one of the important counties in middle areas of Shandong Province, it's economy develops rapidly, but the development of urbanization lags behind economic development, also it's level which has become one important "bottleneck" to restrict Shan Dong's social economy development and the adjustment of industrial structure is low now. Therefore, accelerating the urbanization development in Xin Tai has important meaning. This article based on Xin Tai's actual situation, getting through the analysis of the urbanization of related theory and the practice of urbanization at home and abroad, puts forward my own views on Xin Tai's urbanization development, hopes to have certain practical meaning and referral value to Xin Tai's urbanization and then to bring about a great-leap-forward development to Xin Tai's economy .In the first place, this paper elaborates the related theory of the development of urbanization and the main mode of urbanization. On this basis, I analyze the main problems of Xin Tai's urbanization development combining with the conditions of economic and social development: for instance, The urbanization development is not balanced ;Overall city plans and layout of urban functions is not scientific;The urbanization's driving force is inadequate ;Urban infrastructure is not sufficient and urban management system lags behind.;The industrial structure is irrational,the new"dual structure"turns up in cities and towns, which hindered the development of urbanization. Simultaneously, this paper analyzes the reasons that cause the problems in the process of urbanization development. Due to natural conditions and resource distribution, traffic conditions, inadequate financing channels and investment, overall planning, implementation, supervision and institutional problems, urbanization in Xintai City emerged a number of issues in the development process.Finally, according to the actual urbanization situation of Xin Tai, I point out that Xin Tai's urbanization development should carry out the strategic mode which is"diversification, key promotion , sustainable development". At the same time, this paper puts forward the countermeasures and suggestions of the urbanization development of Xin Tai. First,clear off the approach of the urbanization development, make overall plan and reasonable layout and provomote urbanization development by the key town'construction.Second, accelerate the industrialization to tamp the economic foundation of the urbanization development. Third, advance the agricultural industrialization to bring along the coutryside urbanization. Fourth, pay special attention to rural education and training to improve farmers'quality and let the farmers who come into and work in the city enjoy citizens'treatment . Fifth, deepen the reform of the land, employment and social security system. Sixth, pioneering channels to set up flexible and effective investment and financing organization system of urban construction. Seventh, make duty clearly and management system robustly, improve the urban management system perfectly. Eighth, pay attention to the ecological construction , take the road of sustainable development.
