With the increasingly globalized world economy and the strengthening ofregional economy integration, city group is becoming the basic regional competingunit for those countries engaging in the world market business as well as ininternational labor division. Those core cities play a crucial role in the development ofcity groups and they are also an important driving force for urbanization. The YangtzeRiver Delta,the Pearl River Delta and Jing-Jin-Tang District are China`s typical citygroups. Shandong Peninsula at the same time, however, is not as well developed asthose city groups mentioned above. Accordingly, the urbanization process ofShandong Peninsula is a bit slower. The lag in the progress of urbanization is thebottleneck of economic development and of the industrial structure adjustment.Therefore core cities are significantly important in the urbanization of city groups,also they impact the direction and the ability for cities to develop sustainably.As the core city of Shandong Peninsula, Qingdao`s urbanization is vital to thedevelopment of this area. Therefore, the study on the development of Qingdao isnecessary for finding the right way out of existing problems. What is more, we couldfind a better way to promote the quality of development based on the study.This article starts with the analysis of existing theories on urbanization and thedevelopment of city groups, it points out those factors which restricted the progress ofQingdao`s urbanization. It then conducted both multiple regression analysis and VARanalysis based on economic statistics of Qingdao from1995to2009. According tothese two analysis, this article finds out that, among those factors which can influencethe development of urbanization, industrialized rate is the most important one, and itis positively correlated with the rate of urbanization. Also the rate of urbanization andindustrialized rate have bidirectional grainger causal relation. Therefore, it comes tothe conclusion that the industry area is the main reason for the lag of urbanization ofQingdao. Lastly, based on the analysis, suggests that the development of the secondindustry is the way out.
