The Study On The Development And Countermeasures Of Farmer Cooperatives In

Since the middle of 1980s, with the constant development of market economy, a lot of Specialized Farmers Cooperatives have merged in rural areas in the practice of rural management system innovation and agricultural industrialization. Specialized Farmers Cooperatives represent the direction of China's future rural basic management systems, and it is the inevitable trend from traditional agriculture to modern agriculture, even Specialized Farmers Cooperatives impact the whole development of agriculture and rural economic. This paper studies the development and current situation of Specialized Farmers Cooperatives in domestic and abroad, and this paper also analyze the general theory of Specialized Farmers Cooperatives. This paper takes Taian city as an example, it researched the development, current situation and existing problems of Taian's Specialized Farmers Cooperatives, and this paper also concluded successful experiences of current Specialized Farmers Cooperatives, and it also predicate the prospects of Taian's Specialized Farmers Cooperatives after the ordination of Law of the People's Republic of China on Specialized Farmers Cooperatives. Besides, it studies the function of government in the development of Specialized Farmers Cooperatives, and this paper also puts forward some proposals for the development of Specialized Farmers Cooperatives.This paper is divided into five parts: The first part is the general theory of Specialized Farmers Cooperatives, including the basic meaning, features, principles and backgrounds of Specialized Farmers Cooperatives. The second part is the current situation of Taian's Specialized Farmers Cooperatives. It including the historical backgrounds and internal motivation for the development of Specialized Farmers Cooperatives, the features,methods and types to develop Specialized Farmers Cooperatives, as well as the achieved performance and inspiration to develop Specialized Farmers Cooperatives. The third part is about achieved performance and inspiration of Taian's Specialized Farmers Cooperatives. Specialized Farmers Cooperatives promote the support of production materials and the intensive extent of production sales, and it also strengthen the degree of farmer'organization and agricultural products'market competitiveness. The fourth part is the existing problems in Taian's Specialized Farmers Cooperatives and reasons that caused these problems. The main problems including low level of cooperation, weak leading ability, low speed in transformation from coorerative economic organzation to cooperatives, and unstanded operation and management, the relationship between Specialized Farmers Cooperatives and other organizations still needs clearing and rationalizing. The fifth part are proposals to accelerate the development of Taian's Specialized Farmers Cooperatives. To strengthen the degree of public awareness, to promote farmer's cooperative awareness, to carry out the Law of the People's Republic of China on Specialized Farmers Cooperatives, to regulate the development of Specialized Farmers Cooperatives, to increase the high quality Specialized Farmers Cooperatives, to promote the development of Specialized Farmers Cooperatives, to enhance the self-construction of Specialized Farmers Cooperatives, to increase policy support, to create a good policy environment for the development of Specialized Farmers Cooperatives.
