Mode Study On Agent Construction System For Government Investment Projects

In July,2004, State Department announced "Decisions on revolution of Governmental Investment Projects" which aims to enhance project management capacities of local governmental investment projects. What is more, to improve construction methods and processes. In the year of 2010, six years have passed. There is boost in Agent Construction System development which is with the "Decisions" in China. To sum up the local government's experience, there are "Division Mode", "Franchised Enterprise mode" and "Market competition mode" which stand for Shenzhen, Shanghai and Beijing as examples. However, although the development rate is absolutely high, the constructive framework of theory has not been provided effectively. For instance, there are so many so called modes in China which can be presented into the three ones mentioned above. What is more, the mode choosing factors have not been selected for local governments, so maybe the on running mode is not proper for certain places in China. The local governments may get on so many AGS projects in a quick time, but with the same constructing mode as before. In addition, there may also be some rent seeking problems if the system is not designed successfully. And it is the same with low efficiency, over cost, over budget and over engineering time. Finally, China has noticeably high diversity with so many different parts economically, geographically, and culturally. It is high time that we present a mode choosing design for governments.To begin with, this paper analyzes the characters and process factors of Agent Construction System based on other countries'and China's experience, also from scholars. In addition, with the tools of micro economics such as Principal-agent Theory, the paper has basic and logical basement and foundation for later study. It aims to put off rent seeking, adverse selecting problems.In addition, this paper sums up and analyzes in details of the three modes which are developed in recent years on pros and cons, suitable factors and conditions. It also presents a factor choosing sheet of China's Agent Construction System based on literature review and investigation. The factor choosing sheet has been divided in three parts:Projects'factors and demands, Stakeholders Capacity, Projects'environment and Project process maturity.This paper also gives a factor choosing measure sheet based on Empirical Analysis through sheet designing, data collecting and feedback in so many construction organizations, schools, study and research units, companies, and also local governments. In the end, it provides a mode choosing method for local governments with future study advices.
