After decades of and exploitation, Shuguang Oil Field has now entered the mid-to late stage of development. The oil field at this stage is facing new issues, such as the lack of increased prospective reserves to replace, the decreasing in the remaining recoverable reserves, the difficulty increasing in oil exploration, and the rising of the cost of gas production etc. With the increasing investment in oil field measures annually, the optimization and evaluation of the measures becomes an important subject of the oil exploration at present.This thesis probes into a series of exist problems that need to be solved in the current evaluation method for Shuguang oil field, at the base of current domestic and foreign research theory, established a suitable evaluation period and a evaluation system of practical development for Shuguang Oil Field. The system is a combination of the input-output calculation method, the evaluation method in comprehensive benefits, single-well change cost comparatively and Technology Assessment. What's more, on account of oil measures in 2008, it also gives an effectiveness evaluation about evaluation period according to the period of validity and periodic classification.The results show that whether measures put into practice is reasonable or not has a great impact on oil production and operation, and making unit operating cost target which ordered by stock companies superseded crude oil prices as a standard of oil wells income even more practical. All in all, the evaluation system on oil measures will become more and more perfect under the combination of the input-output calculation method, the evaluation method in comprehensive benefits, single-well change cost comparatively and Technology Assessment.
