Research On Strategy Of The Urbanization Development In Dalian City's Whole Area

This article is a study on the development strategy of urbanization in Dalian city's whole area. The research highlights the features and advantages of urbanization in this region, learns from the academic research of Urban-rural integration, finds the growth and development of Dalian, recognizes problems, clears the direction for improvement, and makes further recommendations to the mode of Dalian. The study makes efforts to making the urbanization development more healthy in Dalian city's whole area.The SWOT analysis of urbanization in Dalian city's whole area indicates that the first advantage is regional advantages. Dalian is going to develop to "Three centers and a modern industrial clustering". Dalian is located among the three major economies which are the most dynamic and potential for development. It is the core node of northern China internal and external links. It has become the hot spot where cross-border flows of foreign capital and South-owned moves to the North. It will gather more advanced factors of production. The second advantage is industry advantages. Dalian has a strong industry base. Equipment manufacturing industry, shipbuilding industry, petrochemical industry, electronic information and software industries are in the forefront of the nation. The third advantage is the overall advantages. Dalian's GDP reached 440 billion RMB in 2009, which ranked the seventh of overall economy in the 15 sub-provincial cities. The disadvantages of urbanization in Dalian city's whole area are also outstanding. First, the standard of urbanization in the city's whole area is not high. So far, the level of urbanization in Dalian city's whole area has reached about 60%. The second disadvantage is the unbalanced regional economic development. The North three cities has a large proportion of agriculture. Third, the innovative ideas are not enough and the conservative ideas cannot keep pace with development. At the same time, urbanization in Dalian city's whole area is facing opportunities and challenges. Opportunities include national policy, internal and external cooperation, realistic basis and so on. Challenges include external competition, the regional administrative reform, uncertainty, etc. Therefore, in this paper the direction and strategy of urbanization in Dalian city's whole area is enhancing the urban concept, reaching "mind urbanization, cultural urbanization, social urbanization, management and governance urbanization" and taking the people-oriented development path of urbanization, promoting urban functions comprehensively, building generally-served city whose distinctive feature is strengthening the construction of underground infrastructure and serving the residents, pursuing coordinated development. Urbanization in city's whole area should focus on the development of all aspects of co-ordination. First of all, we should co-ordinate urban and rural development, fully highlight the regional characteristics, stress seafood specialties, marine style and marine culture in Dalian which constitute the whole characteristics of urbanization in Dalian city's whole area.
