Port cargo handling machinery is an important basis of organizing cargo handling, a guarantee of completing cargo handling to create economic benefit for the port, and also the main object requires lots of cost input. Therefore, the management of port handling machinery plays a vital role on improving the whole competition strength of the port. But in many domestic ports, the management of cargo handling machinery is comparatively backward, and there exist a lot of problems, such as the too big number of cargo handling machinery allocated, but a poor overall performance, an unreasonable structure and the low level of mechanical maintenance. The reasonable allocation of port cargo handling machinery can create more economic benefits for the port. So the issue of how to allocate port cargo handling machinery reasonably is worthy of further research. This paper quotes the definition of 'production efficiency of the system' to establish the model of reasonably allocating port cargo handling, and then give a calculation and analysis.At first, this paper summarizes the classification of port cargo handling machinery, analyzes the definition, scope, content and functions of port cargo handling machinery, and analyzes the influence factors of port cargo handling machinery from four aspects such as cargo, port, handling process and handling machinery. Secondly, it describes current situation of general cargo in Haikou port from the aspects of current situations of the port, the handling process and the allocation of handling machinery. And then, it analyzes Haikou port general cargo handling system on three aspects such as inducement, output per machine hour and cost. In Chapter 4, the main part of this paper, quotes the definition of 'production efficiency of the system'in DEA method to establish the model of reasonably allocating port cargo handling based on production efficiency of system. And then, take the Haikou port flow machinery forklift truck for example, use LINGO software programming to solve this Multi-objective Optimization Problem, and gets the reasonable allocation of forklift trucks, and make a brief analysis of the scheme implementation. In Chapter 5, it combines with current situation of Haikou general cargo handling and the process of programming reasonable allocation of forklift trucks, to put forward some specific suggestions and countermeasures, which may have some directive significance for improving the management level of port cargo handling machinery. In the end, it summarizes the whole paper, and puts forward the problems that need further research.Combined with the related theories of port cargo handling machinery and current situation of Haikou port general cargo handling, through designing the reasonable allocation of Haikou port general cargo handling machinery, this paper puts forward the relevant countermeasures and suggestions, hoping to have some certain reference significance for the management of port handling machinery.
