China's economic development led to the rapid rise of Chinese ports. The ship size is becoming bigger and bigger, and the number is becoming more and more, changes in the ship have brought about economies of scale effect, but also raise new challenges to the port, promote deep-water pier construction and development of deep-water channel, with the construction of large deep-water berths entering a new development period, the channel is becoming a constraint in the port development. In recent years, many port accelerated the construction of deep-water channel. The scale of channel gradually increases, channel length is getting longer and longer, some new features are brought out that should be considered in engineering design, construction and operation. The port planning and construction sector need to solve which way can better adapt to the specific needs of the development port.The research establish port operating system simulation model to simulate the system based on different rules. By analyzing the natural conditions, channel conditions and service level, we can get the best port size that the channel is fit for, compare the impact of channel capacity based on different entry and exit rules, finally give the rules'contribution to channel capacity.The paper give the concept of avoidance area built in the channel, and give the optimal avoidance area by numerical simulation. According to the analysis of transport ship sailing operation system, establish port operating system simulation model to simulate the system based on the rule of ship avoiding. Compare the impact of channel capacity based on the rule of ship avoiding, give the contribution to channel capacity.
