With the degradation of environment and excessive consumption of resources, as well as the improving environment awareness, the global has agreed on implementation of sustainable production and consumption. Green government procurement (GGP) emphasizes on integrating environment management into traditional procurement, which is important to save resources, protect environment, and then promote sustainable economy and social development, by means of environmental administration and economic methods.However, the development of GGP is still in the beginning stage both in academic research and practical implementation. As a country's symbol, the government is able to play demonstrative role in changing traditional consumption behavior due to its great influence on society.The research concept is proposed based on a broad literature review on GGP in China and abroad. Data collection has been made with a questionnaire, which is elaborately designed according to the literatures and opinions from environmental experts home and abroad. Statistical package of social science (SPSS) is used as the soft tool for data analysis. Main factors of affecting factors and practices of GGP are identified according to the results of exploratory factor analysis of the data. The sensitiveness of government to such GPP affecting factors and current level of real practices are examined based on descriptive statistical analysis of the main factors. Then the relationships between the affecting factors and practical factors are studied using the correlation analysis. In the following, it is further studied on the influencing patterns and extents of influence factors to practices in accordance with the results of the regression analysis as well as a comparison of the situation in China and its counterparts.
