Performance appraisal is a very important component of the human resource management system. It is a significant step to establish a set of performance appraisal system for the performance management. So, it is an entirely new and critical task for all the domestic enterprises to design and establish a scientific and rational performance appraisal system.Through questionnaires and interviews, the research focuses on all levels of staff of the Liaohe oil field Huanxiling utilities, and finds that there are some problems exist in the original performance appraisal system:unreasonable evaluation indicators; performance appraisal system acceptance is low; not unified performance evaluation standards; limited effectiveness performance evaluation results, and exists "spreading the wealth around, eating the same big pot" phenomenon; a mere formality, and too much emphasis on individual performance evaluation, ignoring the team performance evaluation, etc. The main cause of these problems are:leadership attention and support is not enough; employees understand not enough, leading to not effectively work with the evaluation; lack of effective training mechanisms and job analysis roughness, etc. According to the existed problems, it is deep necessary for utilities departerment to design and establish performance appraisal system.Considering the difference between property management services enterprises and other industries, based on the performance evaluation theory, learning from the advanced experience of other enterprise performance evaluation, according to the problems of the performance appraisal system conducted of the Liaohe Oilfield Huanxiling Utilities Departerment, at last, the examination contents are designed with the full dimensions of the assessment based on the different job content. All employees are evaluated from the morality, ability, diligence, and achievements with the characters and demands of different jobs in Huanxiling Utility Department's performance appraisal. We set target values and weight for all the employees' performance index, and establish a quantitative-qualitative, and more comprehensive staff performance appraisal system by making full use of 360-degree evaluation method and forced distribution method. Besides, We propose the implementation measures of performance appraisal system from the organization process of performance evaluation, the feedback of performance evaluation results, evaluation weight, the appliance of performance evaluation results, in order to make performance evaluation effectively implement, propose thinking security, organizational security, system security and infrastructure protection safeguards, etc.According to the combined management theory obtained from the MBA courses with practices, we design the utilities department performance appraisal system. The author sincerely hopes that it could Play an important role in human resource management for the Liaohe Oilfield Huanxiling Utilities Department, and provide some significant references for people working at the human resource management in the similar enterprises in China.
