With the advent of knowledge economy era, human resources management has become the key for enterprises to gain competitive advantage, human resources management departments has become the strategic partner of the enterprises. However, in human resource management practices, many human resources management departments is in a very awkward position, so strengthening the performance evaluation of human resource management department, is not only organizational performance management’s requirements, but also an important tool to improve the human resource management department performance and get rid of the awkward position.In order to evaluate the performance of human resources management department correctly, we need reasonably define its functions at first. In this paper, the functions of human resources management are divided into three parts:the basic work, the day-to-day work and the strategic work. Based on the distinguishing of different management subject in human resources management work, the paper summarizes the work functions of the human resource management department in each categoryBased on the functions division of human resources management department, this paper build an evaluation system composed of44indicators by comprehensively using of literature analysis, questionnaire survey and statistical analysis. Then, the paper makes an explanation of each indicator and calculates the weight of each indicator using the analytic hierarchy process. The weights of the basic work, the day-to-day work and the strategic work are20.25%,39.08%and40.07%.At the end, this paper describes the application of the human resource management department performance evaluation system and evaluates the human resource management department performance of two company using the performance evaluation system...
