Since the end of 20th century, with the development of network, developed countries in Europe and America have made a great effort on implementation of human resource management information. At today of 21th century, it is very common that enterprise use information platform to manage human resources.Human resources management information consists from original personnel records, data query, payment computing, attendance and other human management, extended to personnel development plan, recruitment management, training management, performance appraisal and other personnel management. Today a new tool for human resource management called E-HR (e-Human Resource), not only has the original administrative function, but also helps enterprises on business strategic decisions. By taking use the data mining, network platform technology, E-HR may use a centralized repository, defined information processing standards, employee self-service, external collaboration and information sharing services to reduce costs, improve efficiency, provide a detailed powerful reference and support enterprise managers to make decision. Although E-HR can bring advantages for human resources management, but with many implementation cases failure occurred discourage enterprise from using this management system.This article, combine the theory with practice, taking an E-HR implementation project of ALPINE as an example, reviewed the human resource management and human resources management information system development process, combined with analyzing the human management status of ALPINE to confirm the E-HR implementation project's necessity. In addition, from the project management perspective, this article analyzed the problem of project management during the E-HR implementation. Besides, through SWOT analysis, network planning, Delphi methods and other management tools gave a more reasonable solution for the E-HR project. Finally, this article summarized the E-HR project experiences, gave a conclusion on other key factors in E-HR project implementation.The essence of E-HR is a tool helps enterprises to improve human resources management capability. An enterprise should customize it according to its actual situations, instead of blindly pursuing all in one. Meanwhile, when importing E-HR system, an enterprise also needs to improve the relevant thinking of management and pay attentions on staff E-HR concept training. Even it is a great tool, is improperly used can also cause fatal injuries. E-HR projects also need the project management skills. The implementation of E-HR often cost huge investments. In order to reduce the risk of project failure and avoiding waste, E-HR project should follow project management steps and prepare all kinds of control plans by using project management skills.From the view of the development of human resources information systems, E-HR is indeed a good tool to improve HR management efficiency, support enterprise strategic decision. It is expect that during the contents of this article can be helpful for the enterprises which are going to implement E-HR system, and help them to increase the weight of success for the project.
