In order to respond to the increasing competition and rapidly changing information environment, based on the two-level management structure of CAS and its affiliated institutions, centering upon the scientific planning and implementation management, using innovative management concepts and advanced information technology, the Chinese Academy of Sciences (CAS) integrated and optimized the resource allocation and management process of manpower, financial resources as well as scientific research basic conditions, and officially launched the Academia Resource Planning (hereafter abbreviated as ARP) of CAS in2005after a three-year pilot at six institutions affiliated to CAS.In this thesis, the ARP human resources management information system at the CAS affiliated institutions’level is studied. Although it is only a subsystem of the ARP project of CAS, the human resources management information system is indispensable in the ARP project, serving as an important link among various subsystems and a catalyzer in the transition of personnel management to the new role of strategic human resource planning and organizational change.This thesis is written with the author’s long-term study and practice after the ARP human resources management information system was implemented by the Institute of Modern Physics (IMP), CAS, combining with the implementation of and the daily operation experiences from the second stage construction of ARP. Firstly, the background and significance of ARP, the connection and differences between ERP and ARP, as well as the main content and overall structure of ARP are introduced. Secondly, the modern human resources management theories implied in the ARP human resources management information system are systematically explained, and the applications of human resources planning, allocation, development, compensation&benefit, performance assessment, and daily routine at the ARP human resources management information system are analyzed in detail. In the conclusion part of the thesis, the advantages and shortage from the operation of ARP human resources management information system are summarized and several practical suggestions for optimization are proposed.
