Study On The Operation Mechanism Of China's Rural Social Elderly-Pension Insurance Fund

As the reform of China's rural economic system, the change of the structure of rural families and the aggravation of rural residents'aging, the problem of rural social security, especially the rural endowment insurance problem is prominent increasingly. The fund is the core problem and the key point of the rural social elderly-pension insurance. Its operation is straightly related to the success and the sustainable development of China's rural social elderly-pension insurance, and also to the economic development and the stability of China's rural area. The rural endowment insurance of China has developed for 20 years since it was established in 1986. In September 2009, the State Council issued the Guidance on the Experiment of the New Rural Endowment Insurance, which symbolized that China's rural social elderly-pension insurance has entered the new rural endowment insurance period. The fund operation mechanism of the new rural endowment insurance is better than the former. However, it also has some problems. China's rural social elderly-pension insurance fund operation mechanism still needs to be perfect. So, it was greatly significant both in the theory and practice to study the fund operation mechanism of China's rural endowment insurance. In this thesis, it firstly introduces theories about the operation mechanism of rural social elderly-pension insurance fund, including the concept, characteristics and operation laws of rural social elderly-pension insurance fund, and related theories of its fund operation mechanism. Secondly, it introduces the history and the present fund operation mechanism of China's rural endowment insurance based on the theory introduced above. Thirdly, it analyzes the problems existing in the present fund operation mechanism of China's rural endowment insurance. Fourthly, it analyzes two foreign typical endowment insurance models: Singapore's Central-Funds Model and Chile Model. Lastly, based on the theory and the analyses above, it gives some suggestions and ways to perfect the fund operation mechanism of China's rural social elderly-pension insurance.
